Unable to view CLs if not signed in

What steps will reproduce the problem?
1. Open Chrome in incognito (so you are not signed in on polygerrit)
2. Go to https://pdfium-review.googlesource.com/#/c/2171
3. Click Go Anonymous

What is the expected output?
The website loads, showing the CL.

What do you see instead?
The website loads without showing the CL.

Does change 2171 exist? Is it a draft? It's not accessible to me, whether signed in or anonymous.
