No Icon in Ash system menu when the headphone jack is plugged in

Issue description

Chrome Version: 57.0.2977.0/9169.0.0

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1)Plugin the headphone on any device
(2)Check for the headphones plugged icon on the uber tray
(3)

Expected Result: Headphone icon pops up when its plugged in

Actual Result: No Icon present and once moving to the 

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)


What is the impact to the user, and is there a workaround? If so, what is
it?
No indication thatthe headphones is plugged in


Please provide any additional information below. Attach a screen shot or
log if possible.

1. attached result image.
2. reproducible steps.

Steps:
1. Sign-in
2. ensure no other audio peripherals are plugged (like 3.5 headphone or USB headset...)
3. bring up uber tray menu located in lower right corner.
4. plug in 3.5 headphone.
RESULTS:  it does not show headphone icon (currently it is active) at the end of the volume bar while uber tray menu is still up.

This issue is also reproducible in locked screen and sign-in screen as well.

Summary: No Icon in Ash system menu when the headphone jack is plugged in (was: No Icon on uber tray when the headphone jack is plugged in)
I can reproduce this in non-MD (ash-md set to 'Disabled' in about:flags) in the latest canary 57.0.2978.0 so I don't believe this to be a regression caused by material design. Targeting for M-57. Mohsen, mind taking a look?

Note, the bug does *not* reproduce (i.e., the headphones icon appears as intended) in the following situations:

* Plug in the headphones first and then open the system menu.

* After you have successfully seen the headphones icon appear once, plugging the headphones in/out while the system menu is open seems to show/hide the icon.

Additional note: When inserting/removing the headphones, the thumb of the volume slider sometimes shifts position.
Regarding "Additional note" in #4, Ben points out this is likely because we cache separate volume states per device, so disregard that point for the purposes of this bug.

Re-layout Chrome OS audio row when headphone connected

Whenever visibility of device type icon in the audio row of system menu
changes, layout needs to be invalidated so that the row is re-layed out.
