AccountManagerHelper.getGoogleAccountNames() should handle gracefully cases where Google Play Services is out-of-date.

Issue description

In Android M+, Google Play Services needs to be up-to-date to be able to list the accounts available on the device.

AccountSigninView is currently doing the check (cf checkGooglePlayServicesAvailable()), but it would actually be needed everywhere AccountManagerHelper.getGoogleAccountNames() is called.

Caller should be able to decide what to do in case it isn't up-to-date (probably using a UserRecoverableErrorHandler).

This has actually been fixed - getGoogleAccountNames now throws exceptions if GooglePlayServices are out-of-date/missing.
