bluetooth: bluez: notifications fails for a characteristic after reconnect

Chromium running on Linux/Fedora.

What steps will reproduce the problem?
(1) Load a page that uses web bluetooth notifications.
(2) Connect and make sure notifications are received.
(3) Disconnect, but stay on page - so no reload.
(4) Connect again. 

What is the expected result?
Notifications should appear again.

What happens instead?
No way to get notifications started.

Revert "bluetooth: bluez: Fixed issue with missing notifications after reconnect."

Doesn't fix the original issue of notifications failing after reconnect
 https://crbug.com/680099  correctly.

Introduces new issue:
startCharacteristicNotifications returns 'Operation failed' after disconnect
 https://crbug.com/719581
