Regression:Sign out overlay size is varying after clicking on the arrow in overlay

Chrome Version:Version 57.0.2978.0 dev
ubuntu 14.04.

Steps to reproduce:
(1)Launch chrome and login with valid credentials.
(2)Navigate to the chrome://md-settings and click on the sign out button.
(3)Click on the down arrow exist in the overlay and again repeat the step3

Expected result:Overlay size should remain same.
Actual Result: Flickering of overlay is seen after clicking on the down arrow in overlay.

This is regression issue broken in M-57

Will provide bisect info soon.

Able to reproduce the issue on Mac 10.12.1 using chrome version 57.0.2978.0

Using the per-revision bisect providing the bisect results,
Good Build: 57.0.2977.0 (revision :442447)
Bad Build: 57.0.2978.0 (revision :442756)

You are probably looking for a change made after 442648 (known good), but no later than 442649 (first known bad).
