What steps will reproduce the problem?
1) Launch chrome and go to Set up chrome page.
2) Change page zoom level to 175% and observe the bottom of page.

Sign in button is not visible on zoom in (i.e no scrollbar is seen).

Sign in button should be seen on zoom in (i.e scrollbar should be seen).

This is a Non-Regression issue seen from M-57 series (Chrome version: 57.0.2978.0)
