Scrolling within fixed position element with a fixed position content on top of a will-change: opacity hides content

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
i can't reproduce this trouble with simple methods, this bug in a big project

What is the expected behavior?

What went wrong?
struct:
html > body > div[overflow:scroll] > table > tr\td > div > table > div[position:fixed] <- bughere

last div (fixed) is visibility problems when scrolls div with overflow:scroll

Did this work before? Yes about 3-4 month ago

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

another sample, + bugs with "video buffer" - is not a bug after compressing video file! - is seen on browser same as in video!

Summary: Scrolling within fixed position element with a fixed position content on top of a will-change: opacity hides content (was: CSS children (position: fixed) visibility)
A reduced test case is attached.
(The attached HTML in #4 consistently reproduces the issue, though it is not self contained as it depends on crucial CSS that comes from an external server)

The good news is that it looks like it is already fixed in the current Chrome 57.0.2980.x canary.
Requesting a reversed bisect to find the change that fixed it so it might get merged to Chrome 56 if necessary, since I heard there will not be a patch release for Chrome 55.

The promotion of fixed position to composited layers was reverted, no doubt fixing the problem.
I spoke too soon. We still need to find the cause.

Able to reproduce the issue on the reported version(55.0.2883.87/95) on Windows-10, Mac OS 10.12.2 and Linux Ubuntu 14.04. However the same is fixed in the latest canary(57.0.2982.0) and the latest beta(56.0.2924.59). 

Reverse bisect result:

First good build:  56.0.2900.0

Hello!

have another one bug with displaying a content

simple banner slider - after first item - showing all empty items, but if right click on it - it starts work fine..
