A reduced test case is attached. (The attached HTML in #4 consistently reproduces the issue, though it is not self contained as it depends on crucial CSS that comes from an external server) The good news is that it looks like it is already fixed in the current Chrome 57.0.2980.x canary. Requesting a reversed bisect to find the change that fixed it so it might get merged to Chrome 56 if necessary, since I heard there will not be a patch release for Chrome 55.

The promotion of fixed position to composited layers was reverted, no doubt fixing the problem.

Able to reproduce the issue on the reported version(55.0.2883.87/95) on Windows-10, Mac OS 10.12.2 and Linux Ubuntu 14.04. However the same is fixed in the latest canary(57.0.2982.0) and the latest beta(56.0.2924.59).
