Regression:[MD Downloads] Horizontal scroll bar is not smooth on Download page.

Issue description

Chrome Version: 56.0.2924.59 (Official Build)8f17c5e623e7acc34e976fe9b76ff7b6025ba26c-refs/branch-heads/2924@{#725} 32/64-bit.
OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://downloads page and resize browser from RHS to it's extreme LHS.
2. Keep focus on 'More actions' icon using 'Tab' key and then press 'Enter' key to open the list.
3. Press and hold the left arrow key such that horizontal scroll bar goes to its extreme left. 
4. Press and hold the right arrow key from keyboard and observe the horizontal scroll bar.

On pressing the right arrow key, Horizontal scroll bar gets stuck in between.
On pressing the right arrow key, Horizontal scroll bar should not stuck in between.

This is a regression issue, broken in M-54 series, below is manual regression range.

Good build: 54.0.2816.0
Bad build: 54.0.2817.0

Note: To reproduce the issue frequently, repeat the steps-3 and steps-4 multiple times.

You are probably looking for a change made after 409090 (known good), but no later than 409091 (first known bad).

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.

So this bug doesn't languish, I'm unassigning myself.
