inspector/sources/debugger-ui/watch-expressions-panel-switch.html is still too slow

It was split from bigger tests in https://codereview.chromium.org/1153923005 and is already marked as Slow, but it still frequently times out on many platforms.

This came up as a failure of WebKit Win7 today.
