Opposite hours and minutes in html5 time picker for RTL devices

Device name: Sumsang galaxy S7

From "Settings > About Chrome"
Application version: chrome 55.0.2883.91
Operating system: Android 6.0.1

Steps to reproduce:
(1) Device language should be set to RTL language (e.g. Hebrew)
(2) Open attached link in chrome browser
(3) Click the time input

Expected result: Time picker should open with hours at the left and minutes at the right.


Actual result: Time picker opens with the minutes at the left and hours at the right (the opposite).
This issue makes the html5 input time unusable for users with a RTL language device.

Can you attach the screenshot to this bug, instead of uploading to an internal server?  This bug should not be Restrict-View-Google.
Is this specific to Galaxy S7, or reproducible on any device?

I could also reproduce this bug on Galaxy S3 - Android 4.2
but it is not reproducible on Galaxy S2 - Android 4.1.2

Not able to repro on Galaxy S7
Device: Samsung Galaxy S8(International)
Android OS: NRD90M
Chrome Version:64.0.3282.137
Language: RTL

Result: Could not repro. UI is different as screenshot provided in comment 5. Hour is on left and minutes displayed to the right.

Can you try with latest chrome on Playstore?
