robliao @, Automated tests for the below commit have been missing and would be really great to add them ASAP since these issues are high priority regressions.

uh?  issue 662053  is a new feature not a bug fix and all chunks of the task_scheduler are unit-tested, just not enabling it per se but that's not a big deal as many existing integration tests (e.g. browser_tests) wouldn't work if enabling it failed
