[Missing Tests]: Reject all publicly trusted SHA-1 certificates

rsleevi@, Automated tests for the below commit have been missing and would be really great to add them ASAP since these issues are high priority regressions.

Can you explain why you believe tests are missing? Both the CL and the commit you mention show clearly that cert_verify_proc_unittest was updated with a number of meaningful tests.

Sorry, the bug showed up in one of our scripts. 

Automated tests are in place for the reference bug hence closing.
