Regression: Unnecessary 'Sign in' overlay appears on new NTP after dragging text from it.

Issue description

Chrome Version: 57.0.2977.0 (Official Build) 20e4bfed4baf6f6eac0d7142bb9e763bc11512e4-refs/heads/master@{#442447}-32/64 bit
OS : Windows(7,8,10), Linux (14.04 LTS)

Steps:
1. Launch Chrome,click on 'Avtar icon' and click on 'Sign in to Chrome' button. 
2. Now select any text from 'Sign in' overlay and drag it to NTP
3. Observe

Actual: Unnecessary 'Sign in' overlay appears on new NTP after step 3.

Expected: 'Sign in' overlay should not be seen on new NTP after dragging text.

This is a Regression issue broken in M-57,will soon update other info.

Good build:57.0.2959.0
Bad build:57.0.2960.0

Note: Above issue is not seen on Mac OS.

Using the per-revision bisect providing the bisect results,
Good build: 57.0.2959.0 (Revision: 440307).
Bad build: 57.0.2960.0 (Revision: 440547).

You are probably looking for a change made after 440505 (known good), but no later than 440506 (first known bad).
