1. Open inbox.google.com in a tab
2. Open chrome://net-internals/#events in another tab
3. Observe that all QUIC_SESSIONs show up in is:active, even though most of them have been closed (e.g. due to QUIC_NETWORK_IDLE_TIMEOUT)

Expected behavior:
If a QuicChromiumClientSession is gone, the appropriate QUIC_SESSION END event should be logged so that the netlog event entries are accurate.
