Process start time and CPU time columns for Task Manager in non-Windows platforms

Issue description

We have process start time and CPU time columns in Task Manager now for Windows.
 
This is useful to help identify tabs that consume more power (where more CPU cycles go over time).

We should consider adding similar columns in Task Manager for other platforms as well.
