Steps To Reproduce:
(1) Start playing resolution video from http://storage.googleapis.com/chromiumos-test-assets-public/Shaka-Dash/switch_1080p_720p.mp4

(2) Observe video playback

Expected Result:
Smooth video playback

Actual Result:
Video stops for every few frames and then continues few frames.
