UMA should collect machine load info

On the Mac it's vm.loadavg, which returns the load for the last 1, 5, and 15 minutes.

See man 3 sysctl.

Maybe, maybe not. It will be noisy, unfortunately we don't know how noisy. Chrome should at least skip recording the machine load average when it's not the active app.
