Help (ctrl-alt-?) does not work with Serbian keyboard layout |

Issue descriptionChrome Version: 55.0.2833.103 (64-bit) Chrome OS Version: 8872.73.0 (Official Build) stable-channel chel1Chrome OS Platform: HP (?) Network info: Unknown; likely irrelevant though Please specify Cr-* of the system to which this bug/feature applies (add the label below). Steps To Reproduce: (1) Select Serbian keyboard layout (2) Try Ctrl-Alt-? to invoke the help screen. Does not invoke keyboard layout help. (3) Try Ctrl-Alt-Shift-(minus sign) (which is where the question mark is on the Serbian keyboard). Does not invoke keyboard layout help. Expected Result: The Ctrl-Alt-? help window appears. Actual Result: Nothing appears. How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) Always. What is the impact to the user, and is there a workaround? If so, what is it? The impact is annoyance -- shortcuts don't work. Please provide any additional information below. Attach a screen shot or log if possible. While regular keys move around based on the keyboard layout selected, it may make sense to *not* move the physical positions of the help keys regardless of the character that one obtains when pressing the particular key.

In new UI, ctrl+shift+'-'(minus key) will trigger help in serbian keyboard. @fmil, can you help verify?
