Able to reproduce this issue on Mac OS 10.12 using chrome latest stable M55-55.0.2883.95 by following steps mentioned in the original comment. Observed the word 'right' keeps on scrolling after the resizing the browser small.

Tested this issue on chrome previous version of M35-35.0.1849.0 and observed the word 'right' is at the top instead of middle. This is a non-regression issue, hence marking it as untriaged.

Thanks!
Was flexbox supported in 35?

Yes, Flexbox was supported unprefixed in Chrome 29 and later. Prefixed for much longer. http://caniuse.com/#feat=flexbox (click "show all").
