(Don clarified that this is the answer "Our permissions on those buckets are overly complicated, but the short form is that any @google.com account should have full read-only access to both. Builder and deputy rotation accounts should have owner access, and various other accounts fall in-between.

Owners have full control over everything, editors have mostly full control over files in the buckets, but per-file ACLs can override both of those on a per-file basis (except for deletion). GS permissions are a bit non-intuitive." 

Update existing doc to be clearer on this point.
