Toggle Device Toolbar non-functional when devtools undocked

Chrome Version: 57.0.2977.0
(Worked in 57.0.2973.0)

OS: Windows 10; OS X Sierra

What steps will reproduce the problem?
(1) Hit F12 to open dev tools on example.com
(2) Undock dev tools
(3) Hit "Toggle Device Toolbar" button at top left of tools

What is the expected result? Device Toolbar appears

What happens instead? Nothing

You are probably looking for a change made after 442102 (known good), but no later than 442113 (first known bad).
