[Android] wide content is clipped when narrow touch to search pops up

See screenshot. CL that broke this is https://codereview.chromium.org/2502763003, because now it's also updating the physical backing size of the non-overlay content as well.

I'm surprised no one else has found this yet. +donnd in case that's not the case and this should be merged somewhere.
