IOS console.log support: consider making the log showed on bots

Issue description

I imagine most developers don't have testing IOS devices and are using trybots to debug relevant changes. Mojo JS bindings is one example.

It would be easier for debugging if we show console.log() by default on IOS bots (maybe when DCHECK_IS_ON is set to true).

We may need to investigate what is the behavior on other platforms (e.g., Android) and make them consistent.

Yuzhu, is iOS different from other platforms (i.e. do other platforms use DLOG for console.log)? If no, then this is WAI.
