wtf/AssertionTests.cpp has a single test, for ScopedLogger.

We should add unit-tests to verify e.g. that macros like ASSERT, RELEASE_ASSERT, CRASH, etc work as intended.

We should also move DCHECK_AT into base/logging.h, alongside DCHECK.
