Overlay panel content view incorrectly resizes base page content view

Issue description

On large devices (or tablets) where overlay panels only consume part of the page, creation of the panel's content view causes the base page's content to shrink to the size of the panel's.

Repros:

Note: Make sure you are in landscape mode on a large phone or tablet.

- Reader mode will cause this when you initially swipe up on the panel since this is when the cvc is created.

- Contextual search will cause this by simply tapping on a word since the cvc is created immediately.


I suspect this has to do with the cvc refactoring work going on.

CL that broke this is https://codereview.chromium.org/2502763003, because now it's also updating the physical backing size of the non-overlay content as well.

This looks similar to Issue 671967
Sort of similar, but rotating seems to fix the problem here.
