Cronet API should request "android.permission.INTERNET" permission |

Issue descriptionIf an embedder app manifest does not include "android.permission.INTERNET" permission, Cronet requests fail with NAME_NOT_RESOLVED error. It may be difficult to figure out the reason of the failure. To help the developers, the API should request "android.permission.INTERNET" or fail request with a corresponding error if the permission was not granted.
