Chrome and Chrome Canary won't open

Steps to reproduce the problem:
1. What? I don't want to reproduce the problem I want the problem to go away! 

What is the expected behavior?
This question is meaningless

What went wrong?
As above Chrome and Chrome Canary won't open, I have tried all existing suggestions

Did this work before? N/A 

Chrome version: <Copy from: 'about:version'>  Channel: n/a
OS Version: 10.0
Flash Version: 

Everything I can suggested in Chrome support forums i have tried already

Tested on windows 7 , 10 using chrome latest stable M55  #55.0.2883.87 and chrome canary m57 #57.0.2979.0 and didn't observe any issue in opening chrome.

@edrennie-- Could you please let us know the steps that you tried to reproduce the issue or screencast and also the chrome version details.
