Sync-related Android notifications should be tested |

Issue descriptionThere's some logic for Android notifications shown due to Chrome Sync errors in SyncNotificationController, but those are not tested. There seems to be some infrastructure in place in the GoogleServicesNotificationController to accommodate for tests, but these don't have callers either. Was this an oversight from the upstreaming saga? Given that these notifications not rarely show up when installing Chrome, we should make sure that they're tested.
