Tapping omnibox then go on offline pages sometimes goes to "No network" error.

Issue description

Version: stable: 55.0.2883.91
Dev: 57.0.2970.0
(beta does not propose to download pages).

When displaying the offline version of a page, and tapping on omnibox, then enter, navigation goes randomly to https or http page.

Example:
1. Visit https://example.com
2. Turn airplane mode on
3. Visit downloaded page
4. press omnibox
5. press enter

Scenario 2:
3. Visit downloaded page
4. press omnibox
5. Add a space, then delete it
6. press enter

the result is randomly reload downloaded page (80-90% of time), navigate to http://example.com and display dinosaur.

Here is the expectation:
If network is connected it should try to navigate to the online page
If network is disconnected it should try to go to the offline page

If the network is flaky, Chrome could try to get to online page, but with network suddenly disconnecting, it would hit No network.

What was the network condition when you were experiencing the problem.

(We cannot repro the problem BTW. Did you switch off the airplane mode at some point?)

Network was good.

But when displaying offline version of https://foo.bar, it should *never* navigate to http://foo.bar.
No sorry, it was in airplane mode.
OK this might be an omnibox problem with protocol is not being shown when user gets focus.

Reproducing this problem is not easy and takes a loop of 5-9 repetitions of the following:
1. Set focus to Omnibox
2. Hit enter on keyboard to cause a reload

I was able to reproduce the problem on build:
* Stable 55.0.2883.91

I am not able to reproduce the behavior on any of the following builds:
* Beta 56.0.2924.59
* Dev 57.0.2977.4
* Canary 57.0.2979.3
* Or ToT (1/12/17)

I was not able to reproduce the behavior when causing a reload by (Stable 55.0.2883.91):
* pulling down to refresh
* hitting the reload button in the menu

I looked at recent changes in LocationBarLayout*.java and UrlBar.java and I can't identify any change that would affect the behavior, so perhaps some deeper change took place.

Regarding comment #0, are you sure you saw the behavior on Dev channel?
As for enabling Downloade on Beta, it should be enought to close Chrome and open it again (finch should be picked up and feature enabled).

Adding Ted, as he may know of any relevant work in that area.

This has 100% reproduction rate.
1. Delete every downloaded pages
2. Visit https://www.example.com
3. Download page
4. Turn on airplane mode
5. Go to menu download and visit the page.
6. Tap omnibox
7. Tap go
8. Note that you are still on offline page
9. Tap omnibox
10. tap go
11. Note that the offline indicator disappeared. The page from cache is displayed, or a dinosaur if there is no cache
12. reload: you have always a dinosaur

I still cannot reproduce this on any of the current builds tried on 2 devices. We'll have someone try that independently over here.

Can you repro this with other pages? Could you please try https://fb.com?

If you can repro and see "the page from cache", could you please check if the form fields in this cached page are disabled or not? This will help us narrow down the causes.
