Regression: Unnecessary 'Back navigation' button is enabled and is not working for 'account.google.com'

Issue description

Chrome Version:57.0.2977.0 (Official Build) 20e4bfed4baf6f6eac0d7142bb9e763bc11512e4-refs/heads/master@{#442447}
OS : Windows(7,8,10), Linux (14.04 LTS)

Steps:
1. Launch Chrome, sign in to gmail with valid credential and click on 'Never' of password permission bubble.
2. Now navigate to chrome://settings/passwords and click on 'account.google.com' link under 'Never saved'
3. Click on Back navigation button and observe

Actual: Unnecessary 'Back navigation' button is enabled and is not working 

Expected: 'Back navigation' button should not be enabled and if enabled, should work.

This is a Regression issue broken in M-57,will soon update other info.

Good build:57.0.2976.5
Bad build:57.0.2977.0

Note: Above issue is not seen on Mac OS.
