Difficulty inspecting an element with pointer events disabled

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2970.0 Safari/537.36

Steps to reproduce the problem:
1. Try to use the "select for inspection" tool on an element with pointer-events: none

What is the expected behavior?
The element can be selected for inspection.

What went wrong?
The element can not be selected for inspection.

Did this work before? N/A 

Chrome version: 57.0.2970.0  Channel: dev

You can hold "shift" while in "inspect mode". This will allow to inspect the "pointer-events: none" elements on the page.
