Regression: 'You're now signed in to Chrome' overlay should open when New profile is created from sign-in email confirmation dialog.

Issue descriptionChrome Version:57.0.2977.0 (Official Build) 20e4bfed4baf6f6eac0d7142bb9e763bc11512e4-refs/heads/master@{#442447} OS:Windows(7,8,10),Mac (10.12.1,10.11.6) What steps will reproduce the problem? 1.Launch chrome and click on avatar icon , sign in with valid credentials. 2.Navigate to chrome://settings and click on 'sign out' button. 3.Again sign in with different credentials such that 'Id was previously using chrome dialog' gets open. 4.Click on 'Continue' button of dialog box such that new profile is created and then navigate to chrome://settings,observe. Actual:'Set up sync...' button is seen.(i.e. browser is not completely sign-in whereas NTP is sign-in already.) Expected:'You're now signed in to Chrome' overlay or 'Advanced sync settings' overlay should open after New profile is created when the user selects this option on the sign-in email confirmation dialog. This is regression issue,seen from 'M 57' and below is manual bisect info Good build:57.0.2960.0 Bad build:57.0.2961.0 Note: Issue is not seen on Linux OS.('You're now signed in to Chrome' overlay is seen on click on 'Continue' button of sign-in email confirmation dialog.
