Scale field appears blank after clicking on 'fit to page' option.

Issue description

Chrome Version: 57.0.2977.0 (Official Build)20e4bfed4baf6f6eac0d7142bb9e763bc11512e4-refs/heads/master@{#442447} 32/64-bit.
OS:Windows (7,8,10)

Precondition:Enable Print Scaling flag from chrome://flags

What steps will reproduce the problem?
(1)Launch chrome and navigate to http://www.stepupnihongo.com/images/SUN3_L-51.pdf
(2)Tick on checkbox of 'fit to page' options and observe the 'scale' field.

Actual: Scale field appears blank after clicking on 'fit to page' option.

Expected: Scale field should not appear blank after clicking on 'fit to page' option.


This is a Non-regression issue seen from 'M56' series (i.e 56.0.2902.0),its a newly added feature.

Note: Issue not seen on Mac & Linux OS.

Marking WontFix as I looked into this and found that the PDF plugin reports this document has a non-uniform page size. Because of this, no single scale value is applied to the document when "Fit to Page" is selected; a different value is applied to each page. It was an intentional decision (per UX recommendation) to leave the field blank in this case rather than displaying a value that would not be accurate for the entire document, so this is working as intended.
