conformance2/textures/misc/npot-video-sizing.html in WebGL 2 conformance test fails.

I think this is caused by the test itself.

Thanks Yunchao. Note that I'm landing the CL that should make this test pass on all platforms in  Issue 672895 .

This test is passing in the WebGL conformance roll that was just done in https://codereview.chromium.org/2626963002/ . Duplicating this into the parent bug.
