Dragging item to the window edge does not triggers scroll if there is overlay element

Issue description

Chrome Version: Version 55.0.2883.87 (64-bit), 57.0.2977.0 canary (64-bit)

OS: Windows/Mac/Linux

What steps will reproduce the problem?
(1) Open attached scroll.html
(2) Resize the window to show scroll bar
(3) Go down to bottom of the page
(4) Drag "Link" and move it to edge of the page top

What is the expected result?
It is scrolled up to the page top.

What happens instead?
I isn't scrolled up. 

Please use labels and text to provide additional information.

Before 55, it was scrolled up as expected. I made sure it scrolls up on Chrome 53 by downloading the old version from mirror site. 

While attached html is just for the test, actual issue is on classic Google Sites editors can not
scroll-up the page when they drag a link and so can not drop it to upward of the page. 
It's quite inconvenient. 

It still scrolls up on IE11.

I am experiencing the same issue. In my case, the site has a fixed header which is blocking the scroll at the top of the page. Tested in both Mac OSx and Windows versions of Chrome 55 (version 55.0.2883.95 on Mac and version 55.0.2883.87 m on Windows)
