What steps will reproduce the problem?
1. Launch chrome and sign into chrome with those credentials which having Passphrase enabled.
2. Navigate to chrome://md-settings page and click on 'Sync' option under 'People' section.
3. Scroll down the page and observe the 'Passphrase' text box under 'Encryption options' section.

Focus doesn't seen in 'Passphrase' text-box.
Focus should seen in 'Passphrase' text-box.

This is a non-regression issue, seen from M-48 series.
