Broken window layout in some languages (login screen, public session mode details)

Issue description

Chrome Version: 57.0.2978.0
Chrome OS Version: 9034.0.0

Steps To Reproduce:
(1) Set up a device for public session mode in [ja] language.
(2) Click the "public playground" user in the login screen.
(3) Click the "詳しく見る (see details)" link.

Actual Result:
The popped up window layout is broken; the first line of the description gets out of the box and overlaps the close button.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?
This is UI issue. User can still continue by clicking the partially hidden close button, or by hitting the [esc] key.

This is not a localization issue. Removing UI>Localization.

Can you confirm that the new disclosure UI looks OK in Japanese?
It's not good, I've attached the screenshots.

Learn more link doesn't have all the strings translated, and clicking on "Keyboards and Layouts" messes up the layout for the main window.

The missing translations on Learn More link is fine as we made very recent changes there, and the strings haven't been translated yet.

However, the main window layout is still a problem.
