"Recently visited" header should not show if there are no search engines to show

Issue description

Chrome Version: Dev
OS: Android

What steps will reproduce the problem?
(1) Open Chrome Dev from clean start
(2) Open search engines from Settings

What is the expected result?

See only prepopulated search engines

What happens instead?

See "Recently visited" header with nothing underneath it

[Android] Hide "Recently visited" text if there is not custom search engine

Currently even there is no custom search engine to show (such as clean
start), "Recently visited" header will still be displayed. This
is confusing for users.

To fix this, there is no custom search engine to show, remove the "Recently
visited" header.
