canary crashes on startup. Same as October. Icon loads then disappears.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.51 Safari/537.36

Steps to reproduce the problem:
1. click on icon
2.

What is the expected behavior?
canary to open

What went wrong?
canary did not open

Crashed report ID: no

How much crashed? Whole browser

Is it a problem with a plugin? No 

Did this work before? Yes ?

Chrome version: latest canary  Channel: canary
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

Unable to reproduce the issue on Win-10 using latest canary #57.0.2976.5.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Clicked on latest canary icon present on the task bar.
2. Observed that the canary opened without any issues.

Reporter@ - Could you please check this issue on latest canary #57.0.2976.5 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.
