Content does not play back in chrome

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. navigate to the open source DASH if player landing page here: http://dashif.org/reference/players/javascript/v2.4.0/samples/dash-if-reference-player/index.html

2. copy the below streaming manifest into the text box and hit load:  https://fortemedia1.streaming.mediaservices.windows.net/120f2708-475c-4de3-a4c2-b96c4f58cabb/b9b8f8dc-900a-443a-b0d6-1dd65c6b9257.ism/manifest(format=mpd-time-csf)

3. wait for content to play

content should play back in chrome. (for context it works in Edge/IE/Safari)

Able to reproduce the issue on Win 10,Ubuntu 14.04 and Mac 10.12.2 using 55.0.2883.87/95 and canary 57.0.2977.0.
Issue is seen from 36.0.2985.0.Marking it as untriaged to get addressed further.

Note : Safari is working fine.

The log entry in c#1 is highly indicative of why playback fails. It's not platform-specific; rather it's in the Chrome MSE parser stack where we conflate PTS with DTS still.

See  https://crbug.com/398141  and related label=MSEptsdtsCleanup crbugs. This group of bugs is planned to be fixed over next few months.

If severely blocking a player, a workaround could be to use SourceBuffer.timestampOffset to move everything appended into the future in the timeline such that all DTS (Decode Timestamp) (and not just PTS (Presentation Timestamp)) are > 0 after that offset is applied to them.

our playback experience depends on having our content and our captions synch up correctly and I don't think adding an offset is  viable solution especially because we don't want to make this change for all our content (if the negative DTS is only occurring with some). We took a look at the fragments and didn't see any issues but saw a potential rounding error: PTS and CTS are both 3003/90000 in seconds = 33366.66….microseconds, but the browser may be rounding down when calculating PTS and rounding up when calculating CTS, resulting in DTS = PTS-CTS = -1us

Is there anything else we can do to unblock us? 
is there an error code or something we can query for to anticipate this issue so we can use the workaround only when necessary? We don't want to modify the experience with this offset for content/browsers that don't require it. Please let me know if you have any guidance.
@#9 Yes - since Chrome M-59 (see also https://www.chromestatus.com/features/4996058069336064), there is an implementation-specific "message" field in the MediaError object available when there is an error event produced on the HTMLMediaElement.

An example (from linux 63.0.3239.132 (Official Build) (64-bit) repro of the original post's repro steps):
"CHUNK_DEMUXER_ERROR_APPEND_FAILED: video frame with PTS 33366us has negative DTS -1us after applying timestampOffset, handling any discontinuity, and filtering against append window"

@#8, please see also https://bugs.chromium.org/p/chromium/issues/detail?id=398141#c23 -- and provide comment on that bug if the mentioned patch would be useful as a workaround for your use case until Chrome ships MseBufferByPts feature always-on (which is expected roughly sometime during or soon after M-66).
