The idea is to avoid problems cause by misspelling components on the owners files.

There are two possible approaches here.
 - Keep a list of valid components somewhere in the source tree and periodically update it from monorail, and check components against this list at presubmit
 - Use monorail's api to check online at presubmit for each new/modified owners file.
