vimeo 4k video hangs Linux when switch to fullscreen mode

Project Member Reported by yini...@chromium.org, Jan 9 2017

Issue description

Chrome Version: 57.0.2970.0
OS: Linux

This issue looks similar to crbug/641059, but since 641059 is claimed fixed and this issue is not observed on OS other than Linux, I decided to open a new bug to track it. If it is indeed a dup of 641059, please feel free to dup it.
I can consistently repro it. Every time when Chrome hangs, it freeze the whole OS, I can't kill the chrome process to bring OS back. Only logout or restart machine can restore it.
I don't see this issue on Win, CrOS or Mac. I don't see this issue happen on lower than 4k resolution at Linux as well

What steps will reproduce the problem?
(1) navigate to https://vimeo.com/93003441
(2) change resolution to 4k
(3) start play
(4) switch to fullscreen, if bug not repro, try a few more times

What is the expected result?
video play normally

What happens instead?
chrome freeze, the whole Linux system freeze too.

Intel GPU, driver version 11.0.2
I suspect we need a blacklist / workaround.
