We need the ability to blacklist devices with specific GPUs from using VR features in Chrome due to driver bugs or performance issues. It's likely that the best place to manage that blacklisting is in the existing GPU blacklist (https://cs.chromium.org/chromium/src/gpu/config/software_rendering_list_json.cc) as a new feature type.
