Introduce a primordial singleton service in the browser process

Issue description

The browser process needs to be able to host embedded singleton services. In order for this to be feasible, it needs to run a singleton service itself.

We should change the browser's primordial Service connection to a singleton service - something other than content_browser - and move existing singleton services under that.

The root content_browser itself can be a non-singleton service started by the primordial service.

image_decoder: Set all_users capability

It's already one in practice today since only one user connects to it.
This just makes it official regardless of future usage.
