Introduce a primordial singleton service in the browser process |

Issue descriptionThe browser process needs to be able to host embedded singleton services. In order for this to be feasible, it needs to run a singleton service itself. We should change the browser's primordial Service connection to a singleton service - something other than content_browser - and move existing singleton services under that. The root content_browser itself can be a non-singleton service started by the primordial service.
