Slimming paint invalidation regression on https://www.w3.org/TR/html5/single-page.html

Issue description

Slimming paint invalidation (--enable-slimming-paint-invalidation) is a significant regression on https://www.w3.org/TR/html5/single-page.html. On my mac, the last paint invalidation is ~130ms normally, and ~180ms with spinvalidation.

pdr@, wangxianzhu@, could you see if this has been fixed with the various optimizations. Does this bug offer any content beyond our existing perf-regression related bugs?
PerformanceTests/Paint/complex-content-slow-scroll.html seems the closest case. Just ran it locally. Spinvalidation is still slower (208ms vs 172ms). It may worth some profiling.

Do you think we should leave it as P1?
And leaving P1 implies a ReleaseBlock according to our SLA rule for 30 day fix of P1.

I do think this needs to be looked at, but not P1.
