Issue descriptionApp Version: 56.0.2924.57 dev iOS Version: 9.3.5,iOS 10 Device: iPhone, iPad Steps to reproduce: 1. Launch chrome. 2. Perform any search (say : coldplay). 3. Force quit the app and relaunch it. 4. Tap on any word. Observed results: Touch to search peek card is displayed. Expected results: Touch to search peek card should not be displayed. Repros in all channels. Finch config incorrectly defaults to 'enabled', so after the experiments expired at the end of 2016, everyone went to being enabled. The configs are being changed to default to enabled, and extend through 2017.

Issue shouldn't be reproducable after a cold start. Removing milestone and RBS, but keeping open to track removing experimental support for touch to search.
