Image jumps around unpredictably while scrolling |

Issue descriptionChrome Version: 57.0.2970.0 OS: Android What steps will reproduce the problem? (1) Navigate to https://i.redd.it/cvp2j8njdn5y.jpg (2) Zoom in. (3) Scroll around the image. What is the expected result? Image scroll predictably. What happens instead? When you lift your finger, the image often jumps around to a different position. This seems to be caused by the omnibox getting shown and hidden.

This is happening because we resize the viewport when the URL bar is hidden/shown but we try to manually keep the image centered when the viewport size changes in ImageDocument::windowSizeChanged. Starting in 56, we no longer resize the layout due to the URL bar to prevent these kinds of "jump around" issues but we're manually adjusting the values here in C++. Presumably there's some reason we did that but we should probably change this to use CSS and percentage values to layout.
