Regression:Selected text appears weird after dragging it

Issue description

Chrome Version : 57.0.2976.0 (Official Build) 062d7b445d6d0ebf509fd923ef027a0a3c6818b1-refs/heads/master@{#442165} 32/64 bit
OS : Mac(10.12.1, 10.11.6, 10.12), Windows(7,8,10), Linux(14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and open NTP.
(2)Type any keyword like "balloon" or "car".
(3)Drag the text and observe.

Actual:Selected text appears weird after dragging it.

Expected:Selected text should appear properly after dragging it.

This is a Regression issue broken in M-57,will soon update other info.

Good build:57.0.2974.0
Bad build:57.0.2975.0

Using the per-revision bisect providing the bisect results,
Good build: 57.0.2974.0 (Revision: 441962).
Bad build: 57.0.2975.0 (Revision: 442120).

You are probably looking for a change made after 442038 (known good), but no later than 442039 (first known bad).

Disable LCD text in drag images

Since we don't know know whether the drag image is going to have an
opaque backdrop, disable LCD text conservatively.

This was previously handled by SkPictureImageGenerator, internally, but
broke in http://crrev.com/2619573002.

Tested the issue on Windows-10, Ubuntu 14.04 & Mac 10.12.2 using chrome latest M57-57.0.2979.0 by following steps mentioned in the original comment. Observed that Selected text displaying as expected. Hence adding TE-Verified label.
