In Switch person window, able to enter text into username field even if no cursor is seen.

Issue description

Chrome Version: 57.0.2976.0 (Official Build) 062d7b445d6d0ebf509fd923ef027a0a3c6818b1-refs/heads/master@{#442165} (64-bit)
OS: Mac (10.11.6, 10.12.1)

What steps will reproduce the problem?
1) Launch chrome, click on avatar icon and select ‘Manage People’ (Switch person window opens).
2) Click on ‘ADD PERSON’ button and then press Shift+Tab key (focus is not present on username field).
3) Type something from keyboard and observe.

Unnecessary text gets entered into username field even if no cursor is present.

Should not be able to enter text into username field when no cursor is seen.

This is a Non-Regression issue seen from M-51 series (Chrome version: 51.0.2675.0)

Note: 1) The user manager flag was introduced from #51.0.2675.0.
	 2) Issue is not seen on Windows and Linux OS.

I can't reproduce it with Version 57.0.2984.0 (64-bit) on macOS. Is it still an issue for you?

With response to comment #3: The above issue is not reproducible on latest Canary #57.0.2984.0. It seems to be fixed and is working as intended.
