after the las webview update the pandown event gives isFinal=true in the beginning of gesture

Issue description

Steps to reproduce the problem:
1. Create an element 
2. add a pan listener that calls a method that prints the event while drugging
3. jump out of the method on event.isFinal = true

What is the expected behavior?
is should fire multiple events while dragging down giving event.additionalEvent == "pandown" && event.isFinal == false

What went wrong?
It was working fine before the last webview update last week

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 6.0
Flash Version: Shockwave Flash 24.0 r0

Test case on an android phone or with chrome developer tools with the test website (http://votepwa-nosproject.rhcloud.com/) in which the pan left and right work fine. To be able to drag down you should first answer a question (try in a desktop browser to see the expected behavior and then change to a mobile view in devtools)

I didn't very understand what issue is described here.

I tried this website on desktop and android, panleft/panright/pandown/panup work properly to me, overall I didn't find anything weird except developer tools in Chrome with a mobile view.

Could you please provide a more concise example to show the exact issue since this website has a lot of features which is hard to get the issue. Also elaborate on the expected behavior and what went wrong.
